I recently visited Hawaii (Maui and Oahu) and I noticed that gas stations have no fuel tank stoppers. They are there but worn off. So I had to hold the notch and guess when tank is full. At least on all the gas stations I’ve used there. The only guess I come up is that gas stations are in some agreement with car rental companies.

never heard this before. i guess all those gas station are old and outdated b/c the gas stopper help the customer’s fuel tank to not be overfilled which can damage the fuel sensor that measure that amounts thats in there.
